If this is the case simply fix the leak and top up the hydraulic oil. If not, check the limit switch.
Most units have electromechanical switches that detect the highest and lowest lifting positions. It is possible for the limit switch to be set in the wrong position. To correct this, remove the limit switch and extend the platform to the desired end position, then reinstall it at that point.
